CHAPTER – II, Section 4 ( 1 ), b, ( xiii ).

PARTICULARS OF RECIPIENTS OF CONCESSIONS, PERMITS OR AUTHORISATIONS GRANTED BY IT

I. Concessions granted by the University:

Various concessions that are available to various categories of students in admission to various courses offered by the University  as detailed below:

RESERVATION STRUCTURE FOR LOCAL CANDIDATES

Reservation of seats will be according to the relevant orders of the Government of Andhra Pradesh.

  1.  85% of the seats in each subject shall be reserved for the local candidates and 15% of the seats shall be left unreserved as specified in the Andhra Pradesh Educational Institution (Regulations of Admissions) Order 1974 as amended in G.O.P. No. 646 Education (W) Department, dated 10-7-1979.
  2.  The part of the state comprising the districts of Anantapur, Kurnool, Chittor, Cuddapah and  Nellore  shall be regarded as the Sri Krishnadevaraya University Local Area.
  3.  The Local Candidate
    1. A candidate for admission shall be regarded as a local candidate in relation to the local area.
  1. If he/she has studied in an Educational Institution in such local area for a period of not less than four consecutive academic years ending with the academic year in which he/she appeared or first appeared in the relevant qualifying examination.

(or)

  1. Where during the whole or any part of the four consecutive academic years, ending with the academic year in which he/she appeared or first appeared for the relevant qualifying examination, he/she has not studied in Educational Institutions, if he/she has resided in that local area for a period not less than four years immediately preceding the date of commencement of the relevant qualifying examination in which he/she appeared, or first appeared.
    1. A candidate for admission to the course who is not regarded as local candidate under clause (A) in relation to any area.
  1. If he/she has studied in Educational Institutions in the State for a period of not less than seven consecutive academic years ending with the academic year in which he/she appeared for the relevant qualifying examination, be regarded as a local candidate in relation to:
  2. Such local area where he/she has studied for the maximum period out of said period of seven years.

(or)

  1. Where the period of his/her study in two or more local areas are equal such local area where he/she has studied last in such equal period.

(or)

  1. If during the whole or any part of seven consecutive academic years ending with the academic year in which he/she appeared or as the case may be first appeared for the relevant qualifying examination.  He/she has not studied in the educational institutions in any local area but has resided in the State during the whole of the said seven years be regarded as local candidate in relation to:
  2. Such local area where he/she has resided for the maximum period of seven years.

(or)

  1. Where the periods of his/her residence in two or more local areas are equal, such local area where he/she has resided last in such equal periods.

 

    1. The following categories of candidates are eligible to apply for admission to the remaining 15% of unreserved seats.
  1.  All the candidate eligible to be declared as local candidates of any local area in A.P.
  2. Candidates who have resided in the state for a total period of 10 years excluding periods of study outside the State or either of whose parents have resided in the state for a period of 10 years excluding periods of employment outside the State.
  3. Candidates who are children of parents who are in employment of this State or Central Govt. Public Sector Corporations, Local Bodies, Universities and other similar quasi-public institutions within the State.
  4. Candidates who are spouses of those in the employment of the State, Central Govt. Public Sctor Corporations. Local Bodies, Universities, Educational institutions recognized by the competent authority and similar other quasi-Government Institutions within the State.

 

    1. If a local candidate in respect of a local area is not available to fill any seat reserved or allotted in favour of a local candidate in respect or that local area in the open/reserved categories such seat shall be filled in as if it has been unreserved.

Note:    For details see the Andhra Pradesh Educational Institutions (Regulations of Admission) Order, 1974 as Amended in G.O.P.No. 646 Edn  (W) Department dated 10-7-1979.

 

RESERVATION OF SEATS UNDER VARIOUS  CATEGORIES:

  1. Scheduled Castes: 15% If sufficient number of candidates are not available to fill up the seats reserved for SC, they shall be filled up by S.T candidates.  The left over seats, if any, shall be filled up by the candidates from the general pool.

 

  1. Scheduled Tribes: 6% If sufficient number of candidates are not available to fill up the seats reserved for ST they shall be filled up by S.C candidates.  If ST seats still remain unfilled they shall be filled up by the candidates from the general pool.
  1. Backward Classes: 25% (BC-A; 7%, BC-B;10%, BC-C:1%, BC-D:7%) If sufficient number of candidates in any particular B.C. category are not available, they shall be filled up by eligible candidates from other B.C. categories in order of merit.  If qualified candidates belonging to B.C. categories are not available to fill up the seats, the left over seats shall be filled up by the candidates from the general pool.

 

RESERVATION FOR WOMEN - 33 1/3% - CATEGORY-WISE (OC/SC/ST/BC):

            33 1/3 % seats as per the latest A.P. Govt. G.O. No. 712/Education/Dated 30/06/78 & G.O. No : U.P/No. 257/B1/96 dated 07/03/96 of Women Development & Child Welfare Department are reserved for women.  Category-wise i.e., OC/SC/ST/BC (inclusive of seats secured by women on their own merit).   In the absence of suitable women candidates in OC/SC/ST/BC-A,B,C,D/ECA/ PH/ Ex-serviceman, these seats will be filled up by men candidates of the same category (G.O.Ms.NO.184, dated 20.08.1993).
To accommodate the required number of women candidates (category-wise) in the selection list (when they do not figure in their own merit), the procedure given below shall be followed:

  1.  A woman candidate securing the highest marks in the BC categories is identified from the remainder list.  She replaces the least meritorious B.C. male candidate of her category (A/B/C/D) in the selection list.  However, such a replacement shall not eliminate all the male candidates in a BC category (A/B/C/D), which has two or more seats, totally in favour of women.

 

EXTRA CURRICULAR ACTIVITIES (NCC/NSS/SPORTS & GAMES : 5% 

            Candidates proficient in the categories namely NCC, NSS, Games and Sports are eligible for the ECA seats.  Participation during the period of study of the qualifying examination is alone considered.

Priority I:

International level participation in NCC with ‘C’ certificate
International level participation in NSS activities
International level participation in Games and Sports

Priority II:

National level participation in NCC with ‘C’ certificate
National level participation in NSS activities
National level participation in Games and Sports

Priority III:

State level participation in NCC with ‘C’ certificate or just ‘C’ certificate
State or Inter-University NSS camps or NSS special camps
Inter-University or State/Inter District level participation in Games and Sports (priority to Inter-University level)

                       

  1. Under Sports and Games Category, participation in the following games and sports only shall be considered as certified by recognized bodies or associations.  Cricket, Football, Hockey, Volly Ball, Basket Ball, Tennis, Kabadi, Shuttle-Badminton, Table-Tennis, Athletics, Swimming, Weight Lifting, Boxing, Gymnastics, Kho-Kho, Hand Ball, Chess, Cycling, Rowing, Body Building and Shooting.
  2. Candidates shall have to produce the following documents:
    1. Certificates issued by a recognized Sports Body or Association.
    2. Group photos or paper clippings, if any as a proof of participation of the candidate in the sports or games events.
  3. ECA general merit list will be prepared with candidates of Priority I arranged in the order of SKUCET Rank followed by candidates of Priority II arranged in the order of SKUCET rank followed by candidates of Priority III arranged in the order of SKUCET rank.
  4. When there is only one ECA seat in a course, it will be filled as per the order in the ECA general merit list.
  5. When there are two ECA seats, the first seat will be filled as per the order in the ECA general merit list.  The second seat will be filled from the general merit list by a candidate belonging to the category other than the category of the first candidate selected.
  6. Where there are three ECA seats, the first seat will be filled as per the order in the ECA general merit list.  The second seat will be filled from ECA general merit list by a candidate not belonging to the category of the first candidate selected.
  7. In the case of admission under ECA category for women, if no woman candidate figures in the list on her own, the woman candidate with the highest merit among any of the three categories will replace the male candidate in that particular category.
  8. If two seats are available in a course under ECA, and if no woman candidate figures in the list on her own, the woman candidate with the highest merit among any of the three categories has to be first selected and for the remaining one seat most meritorious candidate in ECA merit list from among the remaining two categories will be selected.
  9. The left-over ECA seats will go to open category.  

RESERVATION  FOR  PHYSICALLY  HANDICAPPED PERSONS (PH) : 3%

            Three percent of the seats are reserved for physically handicapped candidates.  Minimum physical deformity for consideration under the P.H. category for admission is 40%.  The status of physical handicap should be supported by a candidate from a District Medical Board without which the claim is invalid.  An attested copy of the certificate given by the District Medical Board should be enclosed to the application.  At the time of the counselling a PH candidate must submit all original PH certificates and appear before the Medical Officer of the Univsrsity.  Admission will be made on the basis of the percentage of disability as assessed by the Medical Officer, but not according to the rank in the Entrance Test.  Where handicap is equal, merit in the Entrance Test will be taken into consideration for admission.  A PH candidate will not be admitted into a course if the handicap does not allow him to pursue the course to a reasonable extent.  If there is no suitable candidate under PH category, the seat will be filled with a candidate of open category.  From among the qualified candidates in the Entrance Test for admission to a course, selection will be decided under this category on the basis of order of priority given in G.O.Ms No. : 909, dt. 13.9.1978.

  1. The following priorities shall be drawn up in regard to physically handicapped persons.
  2. First priority to those with visual defects
  3. Second priority to those who have defects of the upper limbs
  4. Third priority to those defects of the lower limbs
  5. The classifications with regard to the above priorities shall be as follows :

 

    1. Visual Defect: A person can be said to be visually handicapped if the vision is from 6/18 up to 6/60 (shall be considered as an extreme handicap). The above criteria shall be made applicable to persons with vision in both eyes but coming within the range of defects indicated above.
    1. Second Priority: Defects of upper limb
      1. Quadriplegic (loss of use of four limbs) shall be considered as the topmost priority in this category.
      2. Loss of both the limbs: Preference shall be given to loss of upper limbs from above downwards.

 

    1. Third Priority: Defects of lower limbs: The criteria applicable to upper limbs with preference to be given for the loss of limbs from above.
    1. Fourth Priority: The loss of one eye or one upper limb or one lower limb in that order shall be considered.

            In the case of individuals who have defects of more than one as categorized above, each case will be decided on its own merits after consulting the nearest Government Teaching Hospitals. However, in order to establish the defects every individual shall be referred to the specialist concerned in the nearest Teaching Government Hospital for an expert opinion, if necessary.

CHILDREN OF EX-SERVICEMEN AND DEFENCE PERSONNEL IN THE STATE : 2% in all courses put together

            Two per cent of sanctioned seats in all the courses put together (SKU college, Anantapur and SKUPG Centre, Kurnool) not exceeding one (extra seat in addition to the sanctioned strength) seat in each course are reserved for eligible Children of Ex-Servicemen belonging to the Andhra Pradesh State including those stationed in other States and other servicemen who are posted and stationed in Andhra Pradesh State at the time of the admission of applicant, on production of a nativity certificate issued at least by M.R.O.

            Ex-Servicemen means a person who has served in any work (either as combatant or a noncombatant) in the armed forces of the Union, including the Armed forces of the former Indian States but excluding the Assam Rifles, Defence Security Corps, General Reserve Engineering Force, Lok Shayak Sena and Territorial Army for a continuous period of not less than six months after attestation and

  1.  has been released otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency or has been transferred to the reserved pending such release.

(or)

  1.  has to serve for not more than six months for completing the period of service requisite for becoming entitled to be released or transferred to the Reserve as aforesaid.

(or)

  1.  has been released at his own request after completing five years service in the Armed Forces of the Union, the Navy, Military or Air Force of the Union.

            The following priorities shall be drawn in regard to the children of Ex-Servicemen and Defence personnel:

  1. Children of Servicemen killed in action.
  2. Children of Servicemen disabled in action and permanently incapacitated as a result there of and in receipt of disability pension.
  3. Children of Servicemen and Ex-Servicemen who are in receipt of Gallantry Awards in the following order :

a. Param Vir Chakra                                    b. Ashok Chakra
c. Mahavir Chakra                                        d. Kirti Chakra
e. Vir Chakra                                               f. Shaurya Chakra
g. Sena, Nao Sena, Vayu Sena medal           j. Mention in Dispatches

  1. Children of Armed Personnel (Combatant) irrespective of the rank held by them.
  2. Children of other Servicemen or Ex-Servicemen.

2% of the seats will be allotted to the courses arranged in alphabetical order taking into consideration the total strength of SKUCET-2005 admissions for the year. A system of rotation will be followed whereby in next year's admissions, courses which have been allotted extra seats this year in the alphabetical order, will be excluded from consideration and the remaining courses in alphabetical order will alone be considered.
Note:

    1. If priority is same, the seat will be allotted on the basis of the SKUCET-2005 rank.
    2. Eligibility Certificate from the Zilla Sainik Welfare Office in the prescribed proforma must be enclosed to the application without which the application for the category concerned is not valid.

 

 

 Other Facilities

  1. Scholarships

 

Scholarships are limited to the extent sanctioned by the Government.  Eligible students may apply after admission for the scholarships in the prescribed form in time.  Candidates opting for Self-financing courses are not eligible for EPP Scholarships.  The candidates opting for second post graduate course are also not eligible for Social Welfare and EPP Scholarships.

  1. Hostel Facilities

 

Separate Hostels for Men and Women are available in S.K. University Campus at Anantapur and SKU PG Centre, Kurnool.  Accommodation in the Hostels is limited.  Admission to the college/centre does not confer the right of admission to the hostels.  Preference will be given to students getting admission into a course in the campus for the first time.  Students have to separately apply for hostel admission.  Details can be obtained from the Warden, S.K. University College Hostels and Warden, SKU PG Centre Hostels as the case may be.

      iii. Medical Facilities
A Health Centre is located on the campus and it caters to the limited medical needs of staff and students.

  1. University Library

 

The University Library has about one lakh holdings including books, reference, material, and periodicals.  It follows the open access system.  Adequate reading room facilities are available.  Students can borrow three books at a time for a period of 14 days.  E-Mail service is available in the Library.  Further, the Library has installed software for University Libraries (SOUL).

II. Concessions availed by the University:

            The University avails concessions on excise and customs duties on the procurement of the equipment, chemicals etc. for academic projects and laboratories.

            Income Tax exemption for the donors on the donations received by the University.

Travel Concessions for students on Study Tours and Vacations.
